THE CAKE IS A LIE was written by the scientists that were held captive in Aperture Labs when GLaDOS went bananas. Because back then, there was no cake.

Since the start of the game though, GLaDOS had made a cake- That last scene shows you that she genuinely had thrown you a party cos she likes you.
